Job Purpose:
The Programme Officer will be expected to maintain a strong interface with communities, work with a small team of staff to develop sustainable programmes, supervise and monitor field activities. He/she will also be part of the planning, budgeting and reporting on LRP activities. The Programme Officer also has responsibility to establish and foster good working relationship with implementing partners, local council and MDAs. Monitoring Programme work remains crucial and it is the role of the Programme Officer to do regular checks in the communities together with partners, document and share challenges faced in our programme and project work.
Main/Specific Responsibilities:
Work with communities to identify, analyse and prioritise their problems, and develop strategies for sustainable implementation of activities in line with the Country Strategy Paper.
Develop capacity of communities to be able to actively participate in AASL’s Annual Plans and Budget Processes.
The Programme Officer should work with Project Team where required to enhance smooth implementation and ensure the achievement of donor requirements.
Facilitate the implementation of all development and emergency programmes in communities and ensure gender sensitivity.
Identify and analyse training needs of communities, capture such needs in the LRP plans and facilitate its actualization at LRP level.
Provide support to management in monitoring and reporting the use of donor funds by upholding AASL’s internal control procedures.
Supervise and monitor the implementation of Programme Priorities as stipulated in the ActionAid Sierra Leone’s Country Strategy Paper.
Assist the Regional Manager in planning and budgeting processes; serving as a liaison between the Regional Management and the IPs/Communities.
Act as technical consultant to communities on development and emergency issues
Assist communities to develop proposals for accessing funds and link communities with AA and other agencies to solve identified problems.
Responsible for facilitating the setting up of functional community based structures and pay regular visit in ensuring their viability.
Provide leadership in all Child Sponsorship Work including message collections, follow-ups, collection of profiles, and addressing queries from sponsors.
Develop work plans with communities for the implementation of sponsorship activities and ensure limited absent cases to maintain funding in the organization.
Carry out other activities as may be assigned from time to time.
Person Specifications:
Must have obtained a degree in the Social Sciences or related areas.
Ability to work under stress and emergencies without compromising quality
Be prepared to work unsupervised and develop strong interpersonal relationships with communities and members of staff of AASL as well as partners and MDAs
Knowledge of Participatory Approaches to development, computer skills and strong report-writing ability will be required.
Must be able to ride a motorbike and have a valid driving licence.
Due consideration will be given to competent candidates who resides in Kambia district.
